it is widely established that if you have a pre-purchase exam done on a horse then you, not the current owner, have the rights to the results
my question: If a trainer/BM/BO arranges for a veterinarian to handle treatment on a horse not owned by them (whether for illness or maintenence issues), and t/bm/bo pays the fee but then bills the owner then is the "client" of the vet the t/bm/bo or the owner in respect to who has legal rights to the records?
