Forum rules and no-advertising policy

As a participant on this forum, it is your responsibility to know and follow our rules. Please read this message in its entirety.

Board Rules

1. You’re responsible for what you say.
As outlined in Section 230 of the Communications Decency Act, The Chronicle of the Horse and its affiliates, as well Jelsoft Enterprises Ltd., the developers of vBulletin, are not legally responsible for statements made in the forums.

This is a public forum viewed by a wide spectrum of people, so please be mindful of what you say and who might be reading it—details of personal disputes are likely better handled privately. While posters are legally responsible for their statements, the moderators may in their discretion remove or edit posts that violate these rules. Users have the ability to modify or delete their own messages after posting, but administrators generally will not delete posts, threads or accounts upon request.

Outright inflammatory, vulgar, harassing, malicious or otherwise inappropriate statements and criminal charges unsubstantiated by a reputable news source or legal documentation will not be tolerated and will be dealt with at the discretion of the moderators.

2. Conversations in horse-related forums should be horse-related.
The forums are a wonderful source of information and support for members of the horse community. While it’s understandably tempting to share information or search for input on other topics upon which members might have a similar level of knowledge, members must maintain the focus on horses.

3. Keep conversations productive, on topic and civil.
Discussion and disagreement are inevitable and encouraged; personal insults, diatribes and sniping comments are unproductive and unacceptable. Whether a subject is light-hearted or serious, keep posts focused on the current topic and of general interest to other participants of that thread. Utilize the private message feature or personal email where appropriate to address side topics or personal issues not related to the topic at large.

4. No advertising in the discussion forums.
Posts in the discussion forums directly or indirectly advertising horses, jobs, items or services for sale or wanted will be removed at the discretion of the moderators. Use of the private messaging feature or email addresses obtained through users’ profiles for unsolicited advertising is not permitted.

Company representatives may participate in discussions and answer questions about their products or services, or suggest their products on recent threads if they fulfill the criteria of a query. False "testimonials" provided by company affiliates posing as general consumers are not appropriate, and self-promotion of sales, ad campaigns, etc. through the discussion forums is not allowed.

Paid advertising is available on our classifieds site and through the purchase of banner ads. The tightly monitored Giveaways forum permits free listings of genuinely free horses and items available or wanted (on a limited basis). Items offered for trade are not allowed.

Advertising Policy Specifics
When in doubt of whether something you want to post constitutes advertising, please contact a moderator privately in advance for further clarification. Refer to the following points for general guidelines:

Horses – Only general discussion about the buying, leasing, selling and pricing of horses is permitted. If the post contains, or links to, the type of specific information typically found in a sales or wanted ad, and it’s related to a horse for sale, regardless of who’s selling it, it doesn’t belong in the discussion forums.

Stallions – Board members may ask for suggestions on breeding stallion recommendations. Stallion owners may reply to such queries by suggesting their own stallions, only if their horse fits the specific criteria of the original poster. Excessive promotion of a stallion by its owner or related parties is not permitted and will be addressed at the discretion of the moderators.

Services – Members may use the forums to ask for general recommendations of trainers, barns, shippers, farriers, etc., and other members may answer those requests by suggesting themselves or their company, if their services fulfill the specific criteria of the original post. Members may not solicit other members for business if it is not in response to a direct, genuine query.

Products – While members may ask for general opinions and suggestions on equipment, trailers, trucks, etc., they may not list the specific attributes for which they are in the market, as such posts serve as wanted ads.

Event Announcements – Members may post one notification of an upcoming event that may be of interest to fellow members, if the original poster does not benefit financially from the event. Such threads may not be “bumped” excessively. Premium members may post their own notices in the Event Announcements forum.

Charities/Rescues – Announcements for charitable or fundraising events can only be made for 501(c)(3) tax-exempt organizations. Special exceptions may be made, at the moderators’ discretion and direction, for board-related events or fundraising activities in extraordinary circumstances.

Occasional posts regarding horses available for adoption through IRS-registered horse rescue or placement programs are permitted in the appropriate forums, but these threads may be limited at the discretion of the moderators. Individuals may not advertise or make announcements for horses in need of rescue, placement or adoption unless the horse is available through a recognized rescue or placement agency or government-run entity or the thread fits the criteria for and is located in the Giveaways forum.

5. Do not post copyrighted photographs unless you have purchased that photo and have permission to do so.

6. Respect other members.
As members are often passionate about their beliefs and intentions can easily be misinterpreted in this type of environment, try to explore or resolve the inevitable disagreements that arise in the course of threads calmly and rationally.

If you see a post that you feel violates the rules of the board, please click the “alert” button (exclamation point inside of a triangle) in the bottom left corner of the post, which will alert ONLY the moderators to the post in question. They will then take whatever action, or no action, as deemed appropriate for the situation at their discretion. Do not air grievances regarding other posters or the moderators in the discussion forums.

Please be advised that adding another user to your “Ignore” list via your User Control Panel can be a useful tactic, which blocks posts and private messages by members whose commentary you’d rather avoid reading.

7. We have the right to reproduce statements made in the forums.
The Chronicle of the Horse may copy, quote, link to or otherwise reproduce posts, or portions of posts, in print or online for advertising or editorial purposes, if attributed to their original authors, and by posting in this forum, you hereby grant to The Chronicle of the Horse a perpetual, non-exclusive license under copyright and other rights, to do so.

8. We reserve the right to enforce and amend the rules.
The moderators may delete, edit, move or close any post or thread at any time, or refrain from doing any of the foregoing, in their discretion, and may suspend or revoke a user’s membership privileges at any time to maintain adherence to the rules and the general spirit of the forum. These rules may be amended at any time to address the current needs of the board.

  • So, how is th retraining program progressing? I hope that more horses have been able to benefit from this and truly would like to see the program succeed

      These are lifetime stats for some of the top guys in the business who got the creme of the TB crop. People used to accuse Lukas of cheating because he won this much). Others said it was because he got the best horses. Now here comes this guy at Philly.
      39% last year, batting 43% this year. Something happened starting in 2010.

        PENNSYLVANIA RACING EXCLUSIVE

        Darrel Delahoussaye, 48, will have all remaining charges expunged from his record upon completion of a plea agreement between Mr. Delahoussaye, his attorney William Goldman Jr. of Doylestown, PA and Dauphin County First ADA Francis T. Chardo. According the United Justice System Website, Delahoussaye's charges have been moved to Plea Court where the formal plea will be processed at the Dauphin County Courthouse. "There have been highs and lows in my training career and my time at Penn National was no different. Unlike what my detractors say about me, I personally grieved each and every time one of my horses broke down," said Darrel Delahoussaye. "I always went to the hospital to visit a jockey if he went down on one of my horses. There are other trainers at Penn National with a higher breakdown rate than me. What I learned from this experience is that an outsider in Dauphin County can be used as a scapegoat for other people's crimes."

        Delahoussaye, a native of New Iberia, Louisiana, and trainer of 249 career winners (according to Equibase) including 82 in 2009 when he trained primarily for Michael Gill, was originally charged with two felony counts of Theft by Deception along with three misdemeanors; Administering Drugs to Racehorses (Class 1), Rigging a Public Exhibition (Class 1) and Tampering with Public Record/Information (Class 2). Both felony counts were dropped when conflicting testimony was given at a November 1 pre-trial hearing in front of Magisterial District Justice Lowell Witmer. According to the transcript from this hearing, Delahoussaye Attorney William Goldman cross-examined one witness whose ultimate testimony was in conflict with the Grand Jury presentment by Francis Chardo used to indict Delahoussaye.

        According to a source familiar with Mr. Delahoussaye, plans to go to trial became aborted because the evidence against Mr. Delahoussaye was extremely weak. As part of this agreement, Mr. Delahoussaye will not have any charges on his public record unless he is found to be in contempt his ARD agreement. As part of this agreement, Mr. Delahoussaye agrees to not seek renewal of his racing privileges with the PHRC at any point in the future, but it does not preclude Delahoussaye from seeking a Trainer's license in another jurisdiction.

        The Pennsylvania ARD (Accelerated Rehabilitative Disposition) program is designed to eliminate charges for first time offenders. ARD is not an admission of guilt, nor is it considered a conviction and any charges brought against an individual will not remain on their permanent arrest record. Mr. Delahoussaye has been a cooperative ally with the Pennsylvania Horse Racing Commission who has been doing their own investigation into alleged wrongdoing at Penn National. The PHRC probe is in full swing and several individuals licensed in various capacities are being investigated.

        The Dauphin County Grand Jury Investigation remains active and one more individual will likely be arrested within the next two months. Under Pennsylvania Law an Investigative Grand Jury can remain active for up to 18 months

          • Delahoussaye was only cleared of certain charges simply because the investigation got loused up. This stuff happens all the time and the guilty walk. Make no mistakes about it, Darrel Delahoussaye falls into the catagories of horse abuser and cheat. Fact.
            Others from that Gill operation who have gotten off light or scotch free to date are Tony Adamo and Tim Hooper.

                • There have been several horses found in the kill pens. One lady trainer, Im told (not confirmed yet) has been ejected, TH is another trainer (no word of his status).

                  The front office is now claiming their stand is: without a bill of sale to show due diligence in placing a retired tb, trainers will be hung from the high gallows.

                  sound familar? However, much of this still needs to be verified.

                  State Police were called to rescue a loose horse on 22 this morning, scratches and wounds, AND> skinny!!! got out of BL's farm -- you'd think a skinny horse would stop to graze in O'dells hay fields rather than running to a highway ---

                      Seems management is trying to create the perception of taking a stand about a lot of things. While perusing the brand new hot off the press horsemen's guide of 2011 I find this:
                      Rule 1.2 F on pages 6 and 7
                      "It shall be a violation of Racetrack's standards of conduct for any person covered by the Guide to disparage PNGI or the Racetrack, or any of their affiliates, employees, staff, or personnel, in any manner by any type of medium. This includes, but is not limited to, disparagement by use of the internet, e-mail, and via any social media such as blogs, Facebook, etc."

                      ROTFLMFAO! Shall we call this the Dick Hertz rule?

                      • While I tremble at the thought of Penn's threats, I think it bears mentioning that just as soon as DD was cleared of all charges, we find immediately Jay Budrewicz entering horses almost on a daily basis at both Philly and Suffolk simultaneously. He must have bought himself a private jet to cover both those tracks

                            TH most likely stands for Tim Hopper as he had no problem destroying and then sending horses to the killers when he was training out of Elk Creek.

                                      Mister Mover is doing well, gaining weight and will be gelded. VP of Penn National and the racing commission were immediately notified about both horses Mister Mover and Unusual DJ. Emails and voice mails have gone unanswered, (not even an acknowledgment via email) asking for an update and if those responsible have been held accountable.

                                      Frustrating to say the least!

                                          Notice his last four races(click on See All Results link). A five month layoff from dec 09 until may 2010 and an owner/trainer change. Perhaps showing some signs of ailment then?

                                          Then given a whole year off from may 2010 to may 2011 due most likely due to some type of injury from his return race or training program? Once again, another owner/trainer switch.

                                          This time around, Mister Mover who hadnt raced for a full calender year was given only five days to recover before running back a second time and most likely led to his almost demise.

                                          Now why would anyone run a horse back that fast who hadnt raced in over a year and most likely was coming back from an injury?

                                          It's like throwing the trash out to some people in this industry.
                                          Infact, some of these owners and trainers reminds me of parents who have no business having children.
