Forum rules and no-advertising policy

As a participant on this forum, it is your responsibility to know and follow our rules. Please read this message in its entirety.

Board Rules

1. You’re responsible for what you say.
As outlined in Section 230 of the Communications Decency Act, The Chronicle of the Horse and its affiliates, as well Jelsoft Enterprises Ltd., the developers of vBulletin, are not legally responsible for statements made in the forums.

This is a public forum viewed by a wide spectrum of people, so please be mindful of what you say and who might be reading it—details of personal disputes are likely better handled privately. While posters are legally responsible for their statements, the moderators may in their discretion remove or edit posts that violate these rules. Users have the ability to modify or delete their own messages after posting, but administrators generally will not delete posts, threads or accounts upon request.

Outright inflammatory, vulgar, harassing, malicious or otherwise inappropriate statements and criminal charges unsubstantiated by a reputable news source or legal documentation will not be tolerated and will be dealt with at the discretion of the moderators.

Credible threats of suicide will be reported to the police along with identifying user information at our disposal, in addition to referring the user to suicide helpline resources such as 1-800-SUICIDE or 1-800-273-TALK.

2. Conversations in horse-related forums should be horse-related.
The forums are a wonderful source of information and support for members of the horse community. While it’s understandably tempting to share information or search for input on other topics upon which members might have a similar level of knowledge, members must maintain the focus on horses.

3. Keep conversations productive, on topic and civil.
Discussion and disagreement are inevitable and encouraged; personal insults, diatribes and sniping comments are unproductive and unacceptable. Whether a subject is light-hearted or serious, keep posts focused on the current topic and of general interest to other participants of that thread. Utilize the private message feature or personal email where appropriate to address side topics or personal issues not related to the topic at large.

4. No advertising in the discussion forums.
Posts in the discussion forums directly or indirectly advertising horses, jobs, items or services for sale or wanted will be removed at the discretion of the moderators. Use of the private messaging feature or email addresses obtained through users’ profiles for unsolicited advertising is not permitted.

Company representatives may participate in discussions and answer questions about their products or services, or suggest their products on recent threads if they fulfill the criteria of a query. False "testimonials" provided by company affiliates posing as general consumers are not appropriate, and self-promotion of sales, ad campaigns, etc. through the discussion forums is not allowed.

Paid advertising is available on our classifieds site and through the purchase of banner ads. The tightly monitored Giveaways forum permits free listings of genuinely free horses and items available or wanted (on a limited basis). Items offered for trade are not allowed.

Advertising Policy Specifics
When in doubt of whether something you want to post constitutes advertising, please contact a moderator privately in advance for further clarification. Refer to the following points for general guidelines:

Horses – Only general discussion about the buying, leasing, selling and pricing of horses is permitted. If the post contains, or links to, the type of specific information typically found in a sales or wanted ad, and it’s related to a horse for sale, regardless of who’s selling it, it doesn’t belong in the discussion forums.

Stallions – Board members may ask for suggestions on breeding stallion recommendations. Stallion owners may reply to such queries by suggesting their own stallions, only if their horse fits the specific criteria of the original poster. Excessive promotion of a stallion by its owner or related parties is not permitted and will be addressed at the discretion of the moderators.

Services – Members may use the forums to ask for general recommendations of trainers, barns, shippers, farriers, etc., and other members may answer those requests by suggesting themselves or their company, if their services fulfill the specific criteria of the original post. Members may not solicit other members for business if it is not in response to a direct, genuine query.

Products – While members may ask for general opinions and suggestions on equipment, trailers, trucks, etc., they may not list the specific attributes for which they are in the market, as such posts serve as wanted ads.

Event Announcements – Members may post one notification of an upcoming event that may be of interest to fellow members, if the original poster does not benefit financially from the event. Such threads may not be “bumped” excessively. Premium members may post their own notices in the Event Announcements forum.

Charities/Rescues – Announcements for charitable or fundraising events can only be made for 501(c)(3) tax-exempt organizations. Special exceptions may be made, at the moderators’ discretion and direction, for board-related events or fundraising activities in extraordinary circumstances.

Occasional posts regarding horses available for adoption through IRS-registered horse rescue or placement programs are permitted in the appropriate forums, but these threads may be limited at the discretion of the moderators. Individuals may not advertise or make announcements for horses in need of rescue, placement or adoption unless the horse is available through a recognized rescue or placement agency or government-run entity or the thread fits the criteria for and is located in the Giveaways forum.

5. Do not post copyrighted photographs unless you have purchased that photo and have permission to do so.

6. Respect other members.
As members are often passionate about their beliefs and intentions can easily be misinterpreted in this type of environment, try to explore or resolve the inevitable disagreements that arise in the course of threads calmly and rationally.

If you see a post that you feel violates the rules of the board, please click the “alert” button (exclamation point inside of a triangle) in the bottom left corner of the post, which will alert ONLY the moderators to the post in question. They will then take whatever action, or no action, as deemed appropriate for the situation at their discretion. Do not air grievances regarding other posters or the moderators in the discussion forums.

Please be advised that adding another user to your “Ignore” list via your User Control Panel can be a useful tactic, which blocks posts and private messages by members whose commentary you’d rather avoid reading.

7. We have the right to reproduce statements made in the forums.
The Chronicle of the Horse may copy, quote, link to or otherwise reproduce posts, or portions of posts, in print or online for advertising or editorial purposes, if attributed to their original authors, and by posting in this forum, you hereby grant to The Chronicle of the Horse a perpetual, non-exclusive license under copyright and other rights, to do so.

8. We reserve the right to enforce and amend the rules.
The moderators may delete, edit, move or close any post or thread at any time, or refrain from doing any of the foregoing, in their discretion, and may suspend or revoke a user’s membership privileges at any time to maintain adherence to the rules and the general spirit of the forum. These rules may be amended at any time to address the current needs of the board.

    I've made the plunge and am picking up My First Trailer (a new-to-me 2H Shoop--not fancy, but it'll get us around!) on Saturday. While I'm very excited about my new wheels, reality is setting in and I am beginning to ponder logistics, and have a few questions I'm hoping some here with more experience can help with.

    Firstly, tags. I know I need to get a Trip Permit to bring it back to the barn where I board, which isn't a problem. However, looking at the forms on the DMV's website to try and find the actual paperwork for tagging trailer, and I'm not seeing anything on the paperwork to indicate "permanent trailer" status. Have you all just gone in to the DMV and figured out the paperwork in person? My last in-person experience there was...not so pleasant ...so I prefer to interact with them online as much as possible. I'm also curious as to what those of you who board do in regard to the "garaged location" information? This is particularly problematic to me, as I don't just board, I board in MD. And it's definitely not ever getting garaged here at my condo, though I'm guessing for convenience purposes it's probably just easier to put that on the paperwork? I'm also planning on getting permanent trailer tags, and wondering if that's something I'm going to have to wait on, or they'll have generics in stock behind the counter like they do with generic car license plates? Will they be more likely to have them if I go out into Fairfax county somewhere, rather than to the Shirlington DMV branch like I generally do? I can't imagine there's much call for permanent trailer tags there, though I could be wrong!

    Second, inspection. The trailer doesn't have a current inspection; its present owner replaced it the other year (hence the sale) and last inspection was '09. I'm not too worried about driving it home without one, as seeing the date sticker on a moving horse trailer's inspection seems a highly unlikely reason for getting pulled over, and I'll have the trip permit with me. I've got a friend's recommendation on where to take it for inspection/a few small repairs, but do I need to do this in a certain timeframe if I'm not driving it? With my car I had it inspected before I transferred plates to VA, and when I bought the truck, it was preinspected, so I'm not sure if there's a timeframe, or if anyone will care while it's parked on a farm in a state with no annual inspections anyway. I'm just thinking it would be a bit less stressful to wait til say, after the holidays, to try and make an appointment and take care of it then. I wasn't sure if there was any kind of actual, official linkage between the DMV's plate issuance and the inspecting.

    You may want to check into the location issue of the trailer closely. I keep my trailer at the barn where I board which is in another county. It affects the personal property tax situation(luckily for me cheaper as I live in Richmond). You may look into seeing if it would be cheaper for you to get the plates in Md for tax purposes. When I bought my trailer (new) the dealer put a temp license plate on it which if I remember was good for 30 days. I then took my registration papers to DMV and got the plate. With a used trailer, it may not affect the tax issue much but definitely something to check.

      It's $70 - $100 for the permanent tag, according the the VA DMV site.

      I went to a DMV express (they don't do driver's tests so it was much faster) to get my permanent tag.

      Trailers — Permanent plates are available for all trailers (except travel trailers), regardless of weight, for a one-time fee. No additional registration fees will be required for the life of the registration. Personalized license plates are available for an additional one-time fee of $10.00 for permanent trailer plates. Permanent trailer plates are not transferable or refundable.
      Handy to know, you don't have to pay the annual extra $10 for personalized plates

      I don't believe you can do the initial registration on line. You can renew but it looks like the first time has to be done in person.

      A friend of mine lives in DC but keeps her trailer out in Manassas where she boards. Once a year, she has to drive out there just to bring the trailer to DC to be inspected. Its a nuisance.

        I registered my trailer in person when I first relocated to NoVA. The only problem I had was the DMV lady who could not comprehend the meaning of "trailer"

        Do you carry passengers?" No. I'm pretty sure it is illegal to carry human passengers in a horse trailer.

        How many miles does it have? I have no idea. There is no odometer. It's a trailer. You put horses in it. It attaches to the back of a truck and just follows along.

        You most likely won't have a problem like that, but you might want to take along a picture of the thing just in case

        I also opted for the permanent registration and two years later, after the death of my truck, I sold it to a lady in Texas. Oh well!

          You could also probably call a trailer sales place for quick answers.

          They took care of all the registration stuff when we bought our trailer. Just received the permanent tags in the mail.

            No, that actually sounds pretty reminiscent of the last in-person DMV experience I had, that left me near crying with frustration. In that case, I'd talked to someone on the phone beforehand who was incredibly helpful, then I ended up with the guy at the DMV who the other clerks were rolling their eyes at while they overheard our interaction

            I'll definitely look into going to one of the Express DMVs, ETBW! I'd found the paperwork on their website, as its the same as I used for my car, but it seemed to be lacking the whole Permanent thing. Maybe I'll just print it, fill in what I can, and hope for a helpful DMV clerk. I'm sure they exist.

            Actually, I did consider just getting MD plates, figuring I could just use my parents Maryland address and listing one of them as a "co-owner" if need be. But I think in the long run it's probably cheaper to get the perm plates in VA. While the hassle of hauling it down just to get inspected every year seems annoying, it's not like having an official check-up is a bad thing.

              Title your trailer in VA...simple and you just pay the tax.

              Get your tags in Maine. No inspection needed and you can get tags for as long a period as you like...for $18/year or so.

              You'll save the yearly inspection fee (which really is a rip off and pays off garage owners for political contributions....amazing how Maryland doesn't require a safety inspection yearly and trailers manage to exist without flaming accidents daily).

              Keep it simple, no VA tags....just title....and no inspection!

                I heartily disagree with the safety inspection being a rip off. Yes, it is a royal pain in the ass, but for $16, you're getting a heck of a deal. On a trailer, your brakes, lights, tires, doors and floors are getting a good look-see, and for those less mechanically inclined, it may head off a more significant issue later on, especially on a previously owned trailer. I'm cheap, but I don't begrudge the $16 bucks to VA for trying to keep crap vehicles off the road, especially after spending some time in other states (like MI) where it's truly scary seeing what trucks along the roads.

                  JenEm, what county are you in? I got my trailer in VA and it was new, hence inspected but I didn't go to the DMV at all. I went to the local County office, paid the personal tax on it - they tagged it and did ALL of the paperwork period. Never stepped foot at the DMV.

                  The only thing I did was register a vanity plate online - I "reserved it" before I go the trailer. It was super easy.

                  Call your County office - I found that easier than calling DMV and here in Loudoun, they were all too familiar with trailer registration.

                    And as for keeping it in another county, I didn't even go to that county office for the tax--did it all by snail mail(this was a few years ago...). You could probably do it on-line now.
