The U.S. Hunter Jumper Association has opened its member comment period for rule change proposals (RCPs) being considered for the 2024 competition year. Members may provide online input on the proposals until Nov. 12, where members can read the various proposals and use the headers to sort this list of proposals by tracking number or chapter reference. Member comments are an important part of the rule change proposal process.
At the same time members are providing input, USHJA committees and task forces are reviewing the proposals and providing comments as well. Following committee and task force review, the proposals are submitted to the hunter and jumper working groups for consideration. All amendments to the proposals are incorporated into drafts that will be presented during the USHJA Annual Meeting, to be held Dec. 12-15 at the Hyatt Regency Bellevue in the Seattle, Washington.
At the USHJA Annual Meeting, USHJA will conduct a rule change proposal forum at 7:30 a.m. Pacific Time Dec. 12, during which attendees also may comment. This session will be streamed live for those unable to attend in person. The RCPs will then move forward for voting to the USHJA board of directors, which will consider the recommendations and comments of members, committees and task forces, and the working groups. The USHJA board of directors’ votes on the proposals will be submitted to the U.S. Equestrian Federation for its consideration and ultimately go to a vote by the USEF board of directors during its June 2023 mid-year meeting.

The USEF board of directors votes to approve, disapprove or defer each proposal, and its decision is the final step in the RCP process each year. Rule changes are not immediately effective, so members should always check the effective date. The USEF Rule Book and information about all USEF rule change proposals can be found here.
