On the post you want to quote, at the bottom right, is a blue window says QUOTE. You click there and it'll open the Reply To Thread window with the poster's post already in it. You just type below it and hit SUBMIT REPLY.

AND, once the quote appears in the new REPLY window, you can edit it normally, so it just contains the line or paragraph you want to quote, instead of the whole thing. Saves space! I did that with Chocomare's reply, above. You just have to be sure not to mess with or delete the stuff in [brackets].
