Before crucifying the regular vet for not giving a transfusion I'd just make a few comments. It's not standard of care to transfuse with a PCV below 20. The regular vet gave a steroid injection. It's possible he was thinking for whatever reason (he''s not here to defend himself) the anemia was immune mediated. This makes transfusion a risky business even with low PCV. There may be an initial jump in numbers but a transfusion is pouring gas on the fire if this is indeed immune mediated and the cat's immune system is eating her red cells. Before leaving this vet I would at least ask why he did not suggest transfusion and what did he believe the cause of the anemia to be. If he mentioned transfusion and changed mind after a path review of CBC it's possible there were spherocytes on the smear which would indicate immune mediated and make a transfusion risky
