Default Godolphin's Sheikh Mohammad Sees the Writing on the Wall

It is sink or swim, and he's finally started paddling!!

The endurance community has had their fill as well..

With wife being president of the FEI, something had to give.

However, when you think about it, Sheikh Mohammad IS the law in the UAE and even though FEI rules (law, if you will) prohibit the substances that keep appearing in his horses, somehow those drugs just keep showing up.

So.. now, even though the UAE has one of the worst doping records in endurance racing, AND the Sheikh himself has been suspended by the FEI in the past, AND some of his racehorses in Britain have tested positive for prohibited drugs, HE is now making it a crime to do what he, and his trainers, have been suspended for doing, and so will be subject to arrest himself , along with his trainers in the UAE if/when they break the law , by the law enforcement that answers to him. OK.. Ironic .

But I believe, and I may be wrong, that's it's trainers accountability for his horses, not owners, same as here. It would be hardly able to punish owners for something that trainers administer/or instruct vets to administer, without knowing/or claiming knowing. Then how do you prove that? Most owners, and I'm not pointing fingers or leaning one way or the other, know diddly squat when it comes to medications let alone what is or isn't legal. Most trainers take it upon themselves in this area. Although when I worked for Frankel he specifically told us that his specific clients by no means wanted any steroid use in their horses because of their breeding quality.
    Forward is good

In flat racing the trainer is held responsible. So it is easy to avoid personal responsibility and have the trainer take the rap. Mostly a good policy , for the reasons you mentioned.
The Sheikh however, has repeatedly stated that he is involved in every aspect of his (flat) race horses' training, which is why he is being given the hairy eyeball by many.
In FEI competition , the rider is responsible, that was why the Sheikh was suspended by the FEI for 6 months and fined, when the endurance horse he was riding tested positive for steroids.

The FEI has expanded it's "person responsible" to include the option of suspending "support personal" as well (trainers) since the same UAE trainers were having their horses test positive repeatedly.
