i know that was the case with equine massage a few years back; ppl could massage their own animals in certain states but needed a DVM or vet tech certification if they wanted to work on others' animals.
but massage is WAY different than neutering--!

I hope he comes back for you! There's nothing as wonderful as having a nice barn cat. We have a wonderful one at my barn. He was a stray that AC had delivered to my vet's office to be euthanized. They called me because our barn has been known to need a cat from time to time, and sure enough, we had an opening. Our cat "bob" really brightens my day. He comes into the stall while I'm grooming, and has been know to rub up against my pony's legs. She doesn't seem to mind, but he hasn't gotten between her and her food.
