The 2005 Worlds Pairs Championships in Salzburg, Austria is in the Redbull Stadium where they have soccer matches.
They laid about a foot of mattress stuffing on top of the proper footing then laid really fine sand with foam bits mixed it on top of that. It was a really bouncy and giving footing, the horses really took to it. The carriages sunk in a bit but the horses managed.
In Seoul 1988 they actually dug the water jump out of the stadium grass (they were more worried about the track), carted off the dirt in bags, to put it back after the stadium round. When Track continued, you could not even tell where it was.
But football is much worse on the turf than the horses are.
At least that way the damage gets spread around, past the hash marks!
(but modern football/soccer fields have complicated innards, I am sure that can make it tricky for them to be used for jumping. Grass heaters - yes, it's a fact - for one)
