Paid holidays are not required, they're just a perk. It's up to the company to decide to give time off for a holiday on a day that they're closed. I wouldn't like it but I don't think it's fair for the company to pay for a holiday landing on a day they weren't going to be open anyway.

Even without the "closed Wednesdays" LOTS of companies don't give you an extra paid day off if a legal holiday falls on a weekend.
And lots of companies don't give you a paid day off for some legal holidays that falls on a weekday- We don't get MLK Day or Veterans Day. This year, for the first time in many years, we actually get President's Day. And I work for a BIG, reasonably successful company.
