I'd still say go for racing stables with breeding operations. That's what I have done when I didn't have the time, space, or know-how to handle various stages of the breeding/foaling process. I am taking my big, chunky Irish mare to a barn full of Standardbreds this spring to get her (hopefully!) in foal. They have everything on site and I simply do not have the time to orchestrate vets, semen, equipment, drugs, and follicles on my own.
This is what this farm is set up to do, so they are getting the job.

You might have better luck if you post on the breeding board. I believe there are quite a few people from VA that post there.
