Steal of a Deal
Just starting a new one of these threads, as the sloppy conditions outside have me stalking Ebay. 
Here's a Hastilow dressage, 18'' wide tree, for $300 right now. These are English-made, wool-flocked, $2.5k saddles that fit the wide guys GREAT.

Now find me an 18" M forward flap jump saddle with a rear block for about the same price, would you??

I don't know how forward is forward, but you could check out these two...the German one even comes with a trial:

What you really need though is an Ainsley Pro National or Chester...doesn't get any more forward than that! If you stalk Ebay you'll see them pop up in the $400 range, and Middleburg Tack has one right now for $600:

The seats are open and flat and lovely, and I suspect you could get by with a 17.5'' easily. Also, don't worry about the rear blocks....any good saddle fitter can add them to any saddle for about $100!

How about a 18.5 or 19 inch long flap dressage saddle, medium or medium/wide tree? 
Now *that* is a challenge even I (confirmed google shopper) cannot surmount!!

No idea what a 28cm tree equals...I think their widest is a 32, so 28 is around a medium? You can always bump it up another size, for that price!

You didn't give a price range, but a Passier fitting those specs would be super easy to find, also a Rembrandt...the Passier's tree can be adjusted to any size, and Rembrandts come with generous fixed trees, although about 1/2 of them have the adjustable trees. Also, check into Thornhills....the Vienna II gets RAVE COTH reviews, has a longer flap (although you're talking to the girl who rides a dressage saddle with a 14'' flap!) and comes in the larger seat sizes.
And stalk Ebay. If you can ride in something that's NOT a 17'', whether lower or higher, you can get a steal. No trials on most, of course, so you have to have some knowledge of saddle fit just based off pictures and some measurements, but for a while I made a steady "hobby" income flipping saddles on Ebay, and only lost money on one out of oh.....30? All it takes is a good cleaning and some bright photos!

Passier Grand Gilberts have 18-19 inch flaps.

Yeah, I've seen that Genesis but I figure it must be pretty beat up for it not to have sold. But my guy needs a 28 cm anyway. Thanks!

I might could do a medium narrow, though he was happy in a medium and that gives me a better chance of fitting Dan. The gusset would be fine with or without. I am pretty sure I saw a 17.5" but it might have been a narrow... the only ones I've been able to find are at thehappysaddle.com. They have one... but it's the smooth leather... I'm not sure I will like it as much, but for almost half off... it's worth trying it. Thanks!!

Wow, you guys are absolutely killing me. I've been hunting on the sly for months and so many good options! I'm drooling over Henning for $2,500. Must see if I can make that fit in the budget in the next couple of months...

For the Stubbens, 32 is considered their wide. The 31cm is their med/wide and it goes down from there. They also now have an extra wide at 34cm for the drafty types.
For reference, my WIDE Polish Arab wears a 32cm tree. His bigger QH buddy wears a 31cm. I've found the 31cms fit the majority of horses.

LOVE ebay! I found a '97 Neidersuss dressage saddle in good shape (a bit dry, but no damage or scratches) for $600. After a good cleaning and oiling, it looks AMAZING.

Check out Happy Horse Tack in Ft Collins, CO. They have a bunch of nice dressage saddles on consignment and are AWESOME to work with. I found a Schleese Link there a couple of years ago for a steal!

a 28cm stubben is pretty narrow.
