Default Loose ring rubber mullen/happy mouth - do they actually move freely around the ring?

I have a mare who likes a mullen mouth and also likes a happy mouth. I would like her to go in a loose ring, I think it would improve her. Before buying one, could someone tell me if they actually do move freely around the bit ring? There's no point in buying one if the plastic sticks to the metal ring and acts more like a fixed ring.

I've never tried the happy mouth, but the rubber one I have sticks.

Mine seems to as well. However, if you don't think it will move freely enough, your other option could be to try a Nathe. My Nathe seems to move even more freely than my Happy Mouth. Just a thought.
