cheektwocheek: The failure to pay protocol is indeed outlined on the payment page. It is as outlined here by Derid, with one slight clarification, which is that either payment must be received within 72 hours after close of bidding or an alternative arrangement made, acceptable to both parties. This latter clause allows the sending of checks, money orders etc. by post, as well as being able to allow other arrangements if required.
