    Collars can be lost.

    Yes, any stray dog found needs to be checked for microchip.
    That requires a vet or animal control visit and should be a first step.

    Our shelter has microchipped every dog adopted now for many years and yes, some are frequent fliers, caught as strays and the owners come back for them when notified, to again be caught later.
