    In some ways I wouldn't care, but at AEC where there's specifically a division for ammys and she were in my division, I'd contemplate reporting her.

    Is it possible she missed the rule change where eventing/dressage lined up with the USEF ammy definition? There were more than a few people busted by that change in the first few years after the change. I think some of them were just clueless instead of intentional (and some were not clueless at all), but a failure to read rules is never going to win your case.

    Cheating is gross regardless of the level/ ability of the cheater. Running a camp does not automatically make her a pro unless she teaches at it-- training rides (any rides on horses she is paid to care for) do. Does she advertise her services in print/ on the website? I would absolutely either speak to her about it-- if you think she doesn't know the rule-- or report her if you have proof that she's a professional. Otherwise there's not much you can do. Obviously you do care, or you wouldn't have posted this thread.

    Does she have a USEF amateur card? (you can check that on the USEF web site)

    Or does she just have the USEA version (possible if she is only competing at BN)

    Doesn't make any difference on whether or not she is an amateur, but may make a difference on what to do about it.

    Advertising teaching or training is a violation in itself.
