Default Fixing toe turnout over fences

My 9 yr old daughter used to have a lovely leg over fences, until she started riding a very green pony who essentially required her to spur him before every fence, just to get him over it (we are no longer riding this pony for obvious reasons ) Unfortunately as a result of this pony, we noticed in jumping pics that she is still digging in her heel/lower calf over fences, even though she's on a completely honest pony now. In fact in some pics, her knee is several inches off the knee roll of the saddle because her toe is so turned out. She is aware of the problem and is fine on the flat, but when jumping, she is having trouble correcting it. Any exercises we can do with her to get her leg even on the pony's side, rather than just her lower leg/heel?

Some people might object to this method, but it worked well for my daughter. We tied her irons to the girth with fishing line. You can adjust how tight the string is depending on what angle you want her toes to be. We put her in safety stirrups just in case. This really fixed the problem.

Riding on the flat and jumping small fences without stirrups should help.

put a dollar bill under her calf, between her calf and the saddle. She can't let the dollar fall to the ground... or else she owes YOU a dollar
