I love my Ariat Pro Circuits! They come in low rise and normal rise and wear like iron. If you look around, you can definitely find them for well under their retail price, ($220).

You want a Euro Seat and Mid-Rise and Tan color

    - TS Trophy Hunter - mid rise
    - Ariat Olympia - mid rise (I prefer the bottoms of these breeches...the sleeve ankle instead of velcro tabs)
    - Pikeur Ciara - love the Schmoeller fabric

I have to check my storage room for what sizes I have - I know there are some 26Ls but not sure if any 28s. I will let you know

I recently got a pair of FITS breeches - they are lovely! A little pricier ($150 vs. $100) than the Grand Prixs which is what I've been wearing but they are so comfy it's worth it. I don't know what rise they are specifically, but when I was looking for another pair I tried on the Ariats and they were waaaay too low rise. These were much better.

If you want to splurge...the Pikeur Ciara Breeches! But equally as nice and very figure flattering are the FITS Jumpline Beka Knee Patch breeches hands down!!
