Default Do Horses Develop Tolerance to Herbal Supplements?

We have a mare in our barn who has for some time been on an herbal calming supplement containing valerian, chamomile, and a couple of other things. I started to wonder whether horses can develop herbal tolerance to the point where they would need increasing amounts of the substance in order to maintain the beneficial effect in the same way that humans develop drug tolerances.

If so, would it be better to administer these supplements in cycles, e.g. one month on, two weeks off, one month on... ?

I'm new to herbal supplements, but have started my IR boy on chastetree berry as he didn't shed out like he usually does this spring/summer. The recommendation is three weeks on, one week off.
