If you have plenty of good grass, vitamin E is unnecessary. However, if not then i will let others comment on amounts and where to purchase

When I had a horse with PSSM, the nutritionalist and the vet I talked to both said add Vit E even to a balanced diet, so grass isn't always enough.

I bought them at Walmart in the gelcaps and threw them in his feed . At first I poked holes and squeezed out the goo, but then I tested to see if he would eat them. He did, so I stopped.

I was told to feed about 1000-2000IU/day for a healthy horse, up to 20,000IU a day will not hurt. But unless the horse is at risk for neurological problems more than 3000IU is unnecessary.
