Default Adding Electric wire to vinyl fencing

I am the BM for a barn that uses Poly vinyl fencing. Of course the horses are pushing through it and escaping and fighting/playing over the fence were they have fence line to fence line contact.
The BO is worried about how the electric wire or tape will look and doesn't really want to drill holes in the fence.
Any ideas. I am tired of getting calls from the neighbors that the horses are out.

The link posted above is similar to what we have, but ours are yellow and I think we screwed them into the posts and threaded the electric too. My old pony used to pop out the center rails so he could eat the grass on the outside. It worked well for him and it looks just fine.
