    Default rule book

Where could I find the most recent eventing rulebook online? Can't find on the USEA site, maybe I'm blind.

USEF is the rule-making organization, and it is on their site.

(It used to be on the USEA site, too, but it's no big loss if it's gone, as they sometimes neglected to keep their version up-to-date...)
