I had good luck with Leea Arnold (Arnold Reproduction Center) in Weatherford. She does a huge amount of quarter horses in the area, and it's like an assembly line there some days, so just don't expect any down home personal treatment.

I've had very good luck with Dr. Ellis at Cedar Hill Vet. For a particularly problematic case, you might look into the Equine Sports Medicine Clinic in Weatherford - I hear they have a center totally devoted to repro issues. Its a very nice place.
We only use frozen semen and Chris Blevins at Bracken Equine does our repro work. It is a 40 minute drive one way, but it is worth it.
There is a equine repro clinic five minutes away, but they do not do much with the FS and they indicated they only wanted to use the protocol they were used to with fresh cooled. They actually told me they just did not have time to scan mares that often to determine ovulation, they would just pick the time that they thought was best and "put it all in". I think not.
Chris Blevins follows Judy Yancey's protocol to the letter and he has been very successful so far. Last year only one mare he inseminated did not get pregnant and she had another issue, unknown at the time (EPM).
