Default Horse unable to accept bit?????

Has anyone worked with a horse that didn't accept the bit by holding the tongue in the back of his mouth? On a long rein the horse is fine but when contact is taken he sucks his tongue to the back of his mouth.
This is not my horse but I am contemplating taking this project on.
    Any ideas?

What kind of bit does he go in? I had a horse who did something similar. He would get very fussy draw his tongue back like he was trying to get it over the bit, and also tuck his head behind the vertical, and get behind my leg. But would be happy as a clam on a long, loose rein and accepted leg no problem. I tried a mullen mouth that I wrapped with latex bit wrap (but not too fat since he had a small mouth), and he was much happier. Probably would've loved a happy mouth mullen. Once he learned to go on contact and was completely comfortable, I was able to ride him in anything.
