Default How to tell where paddling is coming from?

I found a filly I really like, but have never had a horse or looked at one that paddled. She's two and in an awkward growth phase so I know that can cause it. She does not toe in and has great leg conformation. In the video I guess I'm not sure how to tell if it's coming from the knee or the shoulder. From reading through here it seems like if it's originating in the shoulder it's growth related and she will probably grow out of it. Any tips, etc?

I too would love to hear what others have to say about this. And, if you have a 2 y/o paddling, can it be related to a growth issue?
