I'd say black roan (not grey) with large blanket. Or a semi leopard. His front end could also be re-pigmenting which is when apps that have already roaned out to a whiter shade or been born with white areas start to get more dark hairs (that make it look roan) in the former white areas as they get older. It's an App thing. To know you'd have to know what he looked like as a baby.

My POAs are marked similar- mostly white with leopard spots extending down their legs to their hocks and knees beyond that- colored points with some ticking. Their necks and faces are a roan version of their base color (liver for one, chestnut for the other) Also with leopard spots.

I have owned these two ponies- 13 yrs- since they were yearlings and year to year there are slight changes in the way their coats express- but there has been no dramatic color change except that the filly's mane and tail - which were black when she was born- have turned salt and pepper silver.

Leopard is how they are described on the registration papers.

Here are photos of my registered black and white leopard. The skin beneath the white was pink:

Notice the roaning. It did not make a difference in the b/w leopard registration:

Here are photos of my registered grey and brown leopard. The skin beneath the grey is black. The tail is similar to your horse's tail:
