Default Grazing muzzle on 24 hrs a day?

I have an air fern pony that despite getting only grass and having a grazing muzzle on during the day, and being ridden (lightly, admittedly) is still FAT. I've heard they can still eat with a muzzle, and he does graze. Does anybody leave the muzzle on all the time?

I hate doing it, but I do for the 2 easy keepers here. One isn't worked at all (lame) so when the grass is good enough, he has to be muzzled all the time. The other doesn't need it but 12 hours if he's in work, but does need it at all times when he's not.

Not all horses will tolerate it. Mine do.
