    Default Texas Equine Incentive Program?

    Don't know quite how to interpret this:

    Is this an incentive to breed more (stock) horses?
    Or to otherwise promote the horse industry in Texas - for other economic interests?

    It seems like a bit of both. Have to dig up the actual bill to see what is what.
    Thus do we growl that our big toes have, at this moment, been thrown up from below!

    The bill is likely in response to the Kentucky Breeders Incentive Fund.

    In 2007, the payout to eligible KY bred horses was over $400,000. TX lost a lot of QH stallions to KY after the incentive fund started to draw business.

    It was genius, really. State-of-the-art for a state breed association to generate that kind of money and movement within the industry.

    The bill is "a voluntary monetary incentive program to keep Quarter, Paint and Appaloosa horses breeding, showing or racing in Texas."
