Can you split the electrolytes and flax into 2 feedings? My mare really likes flax, and I know electrolytes are often tasty-flavored, so maybe the horse needs those tasty things added to eat it?

Is his meal basically the same in AM and PM? I'd be wondering why he's specifically not eating in the PM only. What is his meal in AM, and what's his meal in PM?

How about supplementing with something high in fat, but low to non existent in starches? Like pure oil, or prilled fat? Or perhaps rice bran.. not sure the NSC of rice bran, though.

Agreed. And if it gets EXTREMELY cold, and you find the horse shivering in the midweight blanket, you can actually throw the TO sheet over the midweight blanket.
