I had 2 Tb's about 20 years ago that did this.
Nylon over the nose, while in work, is the only thing that worked for these horses.

Because I carriage drive and jump the same horse, I'm a pretty vocal rider. I can "talk" to my horse louder than any sound. She gets so tuned in on me being loud she can't hear anything else.
