No, it's national standings, also. He was 3rd in the country Adult Amateur Novice, according to the USEA 2010 leaderboard.

He is also listed as teaching on a lesson schedule dated 9/1/2010. Clearly - not an amateur this year.
That year end standing list has been out for a bit - he's had plenty of time to correct it....
