No, clearly not EVERYBODY. Since I quoted it in my comment above and several other people have referred to it also.
It does appear some people have missed it though, but not EVERYBODY.
No one told the girl she can't. Well, unless the mother passed along that information.

I can say there is no code requirement for a gang type gender neutral toilet room.
