USPC changed the retest criteria earlier this year. Copied from the Local Level Testing page:

I would like to see a policy that posters are only allowed to start x amount of "bound to be locked" threads before they are banned.

The 2012 USPC Dressage Rulebook has the allowed/prohibited movements.
I'm going with drivers responsibility.
And honestly, if you either don't know how to check the safety of the hook-up or don't check it at all then don't haul it.

The testing for C3's does not include riding green horses.
But I have seen C3's who are capable of it and other C3's....not so much:eek:
