The padding (and the thicker it is, the better) makes up for any inconsistencies in our wrapping technique and prevents us from cording a tendon or creating a bandage bow.

My chestnut mare used to get the same thing. I would wipe the areas with baby oil and let that sit and dissolve the gunk. I'd then wash her face with baby shampoo. Worked well for me.
