The USEA has a very useful chart showing EXACTLY what memberships/registrations the rider/horse/owner needs at each level.
In the USEF context, "Remuneration" is defined as
The board bill IS remuneration under this definition. The rules don't care what the remuneration is (nominally or actually) FOR.
It is because there IS remuneration (board bill).
If the BO rides the horse it is impossible to determine how much, if any, of that remuneration is for the riding, and how much for board.
I think their are two different issues here.
