Breastcollars are most certainly acceptable in reining.

I use the Standlee brand of alfalfa cubes. I soak em in cold water and they are good to go in about 30 minutes.
This is the one I started my filly in. Never had any issues with it. I used a similar one to start horses in back in college also.
