When longeing with either one rein or two, there is the possibility that a horse could get loose, run about, step on a line, and seriously hurt its neck in a fall. Of course, seeing a horse fall...

I was under the impression that the "independent" seat usually meant that riders weren't using the reins for stability.
Have you tried one concentrated step at a time? Get just one step and immediately stop in an attentive, square halt. Make sure the halt is established before asking for another step. Take your time...
