Sure, it could be. But I'm assuming OP found the original photo, or that it was printed in a book/ magazine etc.

first thought was Suffolk Punch too. If he's not a chestnut, though-- hard to tell in B/W but looks like a true brown rather than a dark chestnut-- that would rule out Suffolk Punch, oui?

I found it on Facebook, actually, and the caption I forgot to copy (and can't get to right now) claims it's a Percheron, but I agree that it looks like a Brabant.

Okay, that's not the exact horse I thought of, but I can't find the picture of the one I wanted so that will have to do. But yeah, it would be interesting to see how much of that is muscle and how much is jiggle when he moves. :)
