For my daughters pony I made some of my own, and even bought fabric and just recovered them. :yes:
You could try Fashion Horse - http://www.fashionhorse.com/ - I bet that if they don't have pony pads small enough, they'd be willing to custom make them! They're really nice, and their pads are too cute (I have one covered in chickens, which aptly describes my riding personality....! ;) )
