My horse is between a 78 and an 81....which should I get? The 78 fits the shoulders better but his hind end hangs out and the 81 fits in length but the shoulders are a bit big??

Go for the 78 if that fits the shoulders well. A bit of bum exposure won't be a bother as long as the rest of him is covered and comfortable. The 81 will slide back and put pressure on the shoulders.
