I just posted in the dressage forum and then decided it was better suited for the breeding forum. Couldn't figure out how to either delete my post or lock the thread.
Are these functions no longer available?

You can't lock it. Only a mod can. I think you can only delete a post, not a thread you started.

Am I correct in thinking that we used to be able to lock our own threads?

It would be a good idea...but then again maybe mod's are trying to control things a little better.

No, we've never been able to lock our own threads. I tried a few times back on the old board when things got out of hand...had to wait for Erin or another mod to do it.

Then I would like to make a suggestion...
If you start the thread, or your name is mentioned (directly or indirectly) in the thread, then you should be able to PT the mod's and they should close/delete the thread. You know how things can get out of hand, and there's nothing we can do about it? Not fair.

First of all, you're supposed to think long and hard before you start a thread. If it's something that you're not willing to let run it's course, then why start a thread on it?
Secondly, I don't think it would be a good idea to let people lock or delete their own threads. Just because THAT person (who started the thread) is done talking about the subject or doesn't like how the conversation is going doesn't mean no one else should be allowed to discuss the topic. Then the person who started the thread could start threatening to lock or delete it every time they didn't like how it was going, and moderation like that is up to Erin and the other moderators.
If a thread makes accusations or insults by name, and someone gets offended and wants a thread locked or deleted, usually Erin will do it for them (since it's obviously inappropriate and in need of moderation). PMing them or hitting the yellow alert button is the way to alert them of the problem.
