Because I'm sick of seeing people complain
In your User CP, click on 'Edit Options', and scroll to the very bottom of the page. In the last drop-down menu, choose "Enhanced Interface- WYSIWYG editor" then click the "Save Changes" button.
You will now have the clickable smilies option when you reply.
