That's a NEW rule? I guess I just thought everyone had sort of come to that conclusion already except for a few outliers.

I'm just glad they included properly fastened. Nothing bugs me more than seeing somebody jumping around with a helmet on and the chin strap flopping in the breeze.

Wholehearted, I think the loophole that they're closing is twofold -- those who hack without a helmet, and people/grooms who ride horses to and from the ring without a helmet.
I've had a groom hop on, sans helmet, to walk my horse back for me while I got a ride back on a golf cart. There'll be a rush on Tipperary at the barns where this is a common practice!
I'm happy that people won't be able to hack in the mornings without a helmet, though. 'Since I always see them ending up jumping around without a helmet it'll make enforcement a lot easier, or dare I say, finally make it possible...
