I HIGHLY recommend Alanna Snowden (formerly Bloomberg) here is her site.
http://www.gracelyndhill.com/

Rode with her back when she was assistant trainer for Leslie Nelson at Sterling Silver Stable (who is gone out of town for shows a lot now, but she is good too. Both consistantly do the A circuit. There are come other barns in town, had a very bad experience with one, feel free to PM me about others you have questions about. :D

Corinne Bevis, San Marcos Training. She has a a really big A circuit barn and is a super nice person.

I had a very good experience trying out a sales horse with Alanna at Gracelynd. She was friendly and kind, and very generous with her time. I'd lesson with her anytime. Nice facility, too.

Another recommendation for Alanna Snowden. She has happy clients and is so amazing with her horses; a class act.

Betsy Woods has a great program, has clients consistently doing well on the A circuit, and has been around for many years.

Hi!
Being a native SB rider, I saw this post couldn't keep myself from giving my two cents ...
Betsy Woods has been training in Santa Barbara for ages, and has been showing and winning on the local and A circuit for decades. She's definitely my top choice of trainers in the area, and works with all ages and skill levels. I, and many people I know, have ridden with her over the years and have not only learned a ton but have had a wonderful time doing it :) She's a wonderful trainer with lots of experience. Highly recommend!
