Kiwi has huge issues with impaction colics-mostly due to him not drinking. I was reading a website and someone recommended Tractgard because not only is it a supplement but also partly a stool softener.
Does it actually work as a laxative or is something better???

sorry i have no idea about the product, so i cant help you there.
but i am curious what other steps you have taken? warm water for winter, salt in feed, turnout, hay etc? not saying you havent already done this, just wondering, what his current situation is and if hes still having colic?

I'm not sure a laxative or a stool softener is the right solution for a horse with problems drinking. Laxatives just increase motility (not something I'd reach for first in a horse with recent colic) and stool softeners, well, they don't do a darn thing to impact how much moisture actually is in the system.
What does the vet say?

I had a horse that had issues with impaction too.
Everything he got was soaked. I salted his feed, gave him free choice as well, watched his output like a hawk. I had no access to heated water at that time, so I monitored it closely, and washed the bucket daily.
Whenever my horse showed signs of pending impaction, I oiled him up right away. For him, that worked. I still followed up with a vet exam. It was only in the winter that I had issues with him.
