My 20 year old Vogel dress boots are on their last legs. I would like to find a less $$$$ alternative to new customs boots.

I have a 16 1/2" calf, and the old Vogels (which are the perfect height) measure 21" up the back (and they are very well broken in so I know they were taller when new).
I wear women's shoe size 12 (or men's 10).
The closest I have found is the men's Ariat Crowne Pro (full calf) but I am afraid they would be too short after breaking in.

I'm currently using black half chaps and paddock boots.

Looking for suggestions for tall boots!

Bootbay.com and look for Spanish tops because they will keep the height.

If you liked your Vogels, consider getting the Vogel Young Riders Boots. They're very similar to the "real deal" and are fully custom at $630. You don't have to be a young rider to order them. ;)

If you have a motorcycle shop nearby, ask them who they use for custom boots. They're used to fitting huge dudes with huge feet. The really good guys do boots for the cops and firemen too. They can often either build you a good boot for minimal cost or can alter an off-the-rack boot to your tastes.
