How do you verify that someone is legal to work in the United States? If they have a drivers license, does it mean they were accepted into America?

There is a standard federal form that lists what you can accept as documentation. Essentially a Social Security card and either a driver's license passport or birth certificate. If they are an alien, you need a valid "green" card. It's been a while since I was in HR, but if you find the form (should be available online), it will tell you what you document(s) you need to see.

The document is an I-9. Just google it.

Just follow the directions on the I-9 form. Make copies of the proper documents and keep them on file.
