Yes I'm using an Alter so this doesn't come back to bite the person in question...

If a person puts out flyers and a website to be a trainer, but due to the area and economy NOTHING happens, no horses, no students, no boarders, within 4 months. And has another job, completely NON HORSE, that has been paying their way all along. Are they a professional, or can they still be an Ammy? By my reading of the rules, Pro status doesn't happen till you are actually taking renumeration or pay, since the start was a BOMB they were never been paid for anything horse related...

I believe the USEF rules now specifically state that advertising as a trainer on flyers, business cards and/or the web is sufficient evidence that a person is a pro.

From the rulebook:
i. Advertising professional services such as training or giving lessons by way of
business cards, print ads, or internet.

Right. they are not pro until one of two things happen: they change their status with USEF, or accept pay for teaching. HOPEFULLY said person does #1 in anticipation of #2 (i.e. before) and will therefore eliminate any grey area when they have been paid but USEF has not processed the paperwork yet. BUT in theory, the person in the situation you described has done nothing wrong, other than maybe not believe in her/himself.
