Hi I tried to search in the forum to find a thread that would answer my questions, but I couldn't, so I was hoping that you guys could help me out!
1. How old must you be to become a judge?
2. Can you be an ammy? (I'm pretty sure you can, just want to make sure)
3. What steps do you have to go through to become a judge? As in, what paperwork must you do? How many times must you be a learner judge?

If you are interested in becoming a hunter/jumper judge than you should check the USEF website under licensed officials for more information. There is more than one path to become a judge based on your experience.

If you are interested in judging, start at the unrated level. It's much better to get your feet wet judging the local schooling shows before jumping in to USEF-rated shows. Send a letter to the local associations describing your experience and availability.
By all means, seize every chance you have to sit with a good judge at USEF shows! Even if it doesn't "count" toward your learner judging, it is still a super educationn.

That would be my suggestion as well. You could also call the USEF if you have questions.
To answer one of your questions, yes an Amateur can have a judge's card.
