quick question...

What does "could not menace" mean when referring to racehorse's track results?

Probably it means the horse was in, say, fifth, a length or two or three back, and never managed to close any distance or improve position. So it never menaced the leaders, never made a bid or closed or rallied, just kinda hung there too far back. Might be shorthand for "too slow".

It seems like it is often failed to menace.. same thing, but what Re said.. failed to make an impact in the outcome of the finish of the race

I hate "Failed to Menace" as a comment just about as much as "Driving" when a horse wins by 10.
